The Minerals Development Department Khyber Pakhtunkhwa is a major stakeholder of Development of Mineral Resources in the Province. The Commissionerate of Mines Labour Welfare is Attached Department under the Minerals Development Department, Government of Khyber Pakhtunkhwa. As per Khyber Pakhtunkhwa Excise Duty on Minerals (Labour Welfare) Act, 1967, the Department has assigned the following role and functions:- .
FUNCTION OF THE DEPARTMENT
i. Collection of excise duty on 61 notified minerals under Excise Duty on minerals (Labour Welfare) Act, 1967 and Rules made there under for financing measures for promoting the welfare of labours employed in the mining industry.
ii. Provision of welfare facilities to mine labours under the said Act and Rules made there under.
Khyber Pakhtunkhwa occupies an area of 101741KM2, the province has various varieties of mineral resources. The Khyber Pakhtunkhwa government has taken important steps toward merit and transparency, a new regime has been introduced which ensures transparency and accountability through effective implementation of modern state of art technology. Reforms have been made for collection of excise duty on minerals by introducing a new legislation namely "Khyber Pakhtunkhwa Excise Duty on Minerals (Labour Welfare) Act, 2020" to generate more funds for welfare facilities of mine labours. Furthermore, most of the minerals resources are located in relatively poor areas of the Province and minerals extraction is therefore likely to benefit the deprived sector of the society by providing welfare facilities at the mining areas of Khyber Pakhtunkhwa. The present Government has initiated different welfare scheme in the orbit as well as enhanced the existing facilities to the mine labours.
