The Commissionerate of Mines Labour Welfare (CMLW), Government of Khyber Pakhtunkhwa is a public sector organization working under the administrative control of the Minerals Development Department. The Commissionerate is mandated to safeguard and promote the welfare of mine labourers across the province through targeted social protection initiatives and regulatory oversight.

To implement provisions of the Excise Duty on Minerals (Labour Welfare) Act, 2021, the department is responsible for the collection of excise duty on notified minerals, which serves as the primary funding source for labour welfare schemes.

The core functions of the Commissionerate include provision of financial assistance and welfare schemes for mine labours and their families, Registration and maintenance of database of mine labourers, Implementation of health and educational compensation initiatives through its welfare programs, the department supports mine labourers in areas such as scholarships, medical treatment, disability assistance, occupational diseases grant, death compensation, and other social benefits.
The Commissionerate also plays a supervisory role in ensuring that funds collected are effectively utilized for the socio-economic uplift of mine labours.
