The Commissionerate of Mines Labour Welfare (CMLW), Government of Khyber Pakhtunkhwa is a public sector organization working under the administrative control of the Minerals Development Department. The Commissionerate is mandated to safeguard and promote the welfare of mine labourers across the Province through targeted mines labour welfare initiatives.

To implement provisions of the Excise Duty on Minerals (Labour Welfare) Act, 2021, the department is responsible for the collection of excise duty on notified minerals, which serves as the primary funding source for labour welfare schemes.

The core functions of the Commissionerate include provision of financial assistance and welfare schemes for mine labours and their families, Registration and maintenance of database of mine labourers, Implementation of health and educational compensation initiatives through its welfare programs, the department supports mine labourers in areas such as scholarships, medical treatment, disability assistance, occupational diseases grant, death compensation, and other social benefits.
The Commissionerate also plays a supervisory role in ensuring that funds collected are effectively utilized for the welfare uplift of mine labours.

The Department is committed to leveraging digital systems and transparent e-governance mechanisms to enhance service delivery, ensuring that mine labourers and their families receive timely and equitable access to welfare benefits across Khyber Pakhtunkhwa. 🌿

Online Mines Labour Registration (آن لائن مائن لیبر رجسٹریشن)

The Commissionerate of Mines Labour Welfare Khyber Pakhtunkhwa started online mine labour registration in the year 2020-21. The first registration of its kind in the country which has been started from Khyber Pakhtunkhwa. The main objective of the online mine labour registration not only transparency in the matter but also is to collect maximum data of mine labour and get complete information and by which labour welfare schemes implemented according to their needs and demand.
Moreover, online mine labour registration easily accessible without any hindrance reach to mine labours even from mobile phone they can apply for it. Side by side online Application system has been started for mine labour can apply for any welfare scheme.

کمشنریٹ آف مائنز لیبر ویلفیئر خیبرپختونخوا نے سال 2020-21 میں آن لائن مائن لیبر رجسٹریشن کا آغاز کیا۔ ملک میں اپنی نوعیت کی پہلی رجسٹریشن جس کا آغاز خیبرپختونخوا سے کیا گیا ہے۔ آن لائن مائن لیبر رجسٹریشن کا بنیادی مقصد نہ صرف معاملے میں شفافیت لانا ہے بلکہ مائن لیبر کا زیادہ سے زیادہ ڈیٹا اکٹھا کرنا اور مکمل معلومات حاصل کرنا ہے جس کے ذریعے مزدوروں کی فلاح و بہبود کی اسکیموں کو ان کی ضروریات اور طلب کے مطابق نافذ کیا گیا ہے۔

مزید برآں، کان کے مزدوروں کی آن لائن رجسٹریشن بغیر کسی رکاوٹ کے آسانی سے قابل رسائی ہے، یہاں تک کہ وہ موبائل فون سے بھی درخواست دے سکتے ہیں۔ کان کنی مزدور کسی بھی فلاحی اسکیم کے لیے درخواست دے سکتا ہے اس کے ساتھ ساتھ آن لائن درخواست کا نظام بھی شروع کر دیا گیا ہے۔

Ehsaas Kankun Card is a digital identity for mine labours in Khyber Pakhtunkhwa, issued following approval upon registration through the department's official online mine labor registration portal. The modern QR code featured on the card allows for the easy verification of mine labours.

احساس کان کن کارڈ خیبر پختون خواہ کے کان کن مزدوروں کے لیے ایک ڈیجیٹل شناخت ہے جو کہ محکمہ کے آفیشل ویب سائٹ آن لائن مائنز لیبر رجسٹریشن کے ذریعے رجسٹرڈ ہونے پر اپرول کے بعد دیا جا تا ہے۔ کارڈ پر موجود جدید کیوار کوڈ سے مائنز لیبر کی اسانی سے تصدیق ہو سکتی ہے۔

The Ehsaas Kankan Card serves as an identity for registered workers and enables them to access various welfare schemes of the Commissionerate of Mines, which include scholarships, grants, medical assistance, and other social security benefits.

احساس کان کن کارڈ رجسٹرڈ مزدوروں کے لیے ایک شناخت کے طور پر کام کرتا ہے۔ اور کمشنیریٹ آف مائنز کی طرف سے مزدوروں کی ویلفئیر کی مختلف اسکیموں تک رسائی کے قابل بناتا ہے، جس میں وظائف، گرانٹس، طبی امداد، اور دیگر سماجی تحفظ کے فوائد شامل ہیں۔

Pulmonary Function Tests (PFTs) are non-invasive diagnostic procedures that measure how well the lungs take in and release air, as well as how efficiently they transfer oxygen into the blood. These tests primarily utilize spirometers to monitor lung volume and airflow capacity, making them essential for identifying chronic respiratory issues like asthma or occupational lung diseases.

پلمونری فنکشن ٹیسٹ (PFTs) غیر ناگوار تشخیصی طریقہ کار ہیں جو اس بات کی پیمائش کرتے ہیں کہ پھیپھڑے کتنی اچھی طرح سے ہوا کو اندر لے جاتے ہیں اور ہوا چھوڑتے ہیں، اور ساتھ ہی ساتھ وہ خون میں آکسیجن کو کتنی مؤثر طریقے سے منتقل کرتے ہیں۔ یہ ٹیسٹ بنیادی طور پر پھیپھڑوں کے حجم اور ہوا کے بہاؤ کی صلاحیت کو مانیٹر کرنے کے لیے اسپائرومیٹر کا استعمال کرتے ہیں، جو انہیں سانس کے دائمی مسائل جیسے دمہ یا پیشہ ورانہ پھیپھڑوں کی بیماریوں کی شناخت کے لیے ضروری بناتے ہیں۔

The dispensary staff and Junior Clinical Technicians are conducting on-site Pulmonary Function Tests across various remote mining locations in Khyber Pakhtunkhwa. Uptill now 8172 mines labours test has been conducted.

(i). Collection of excise duty on notified minerals under Excise Duty on minerals (Labour Welfare) Act, 2021 and Rules made there under for financing measures for promoting the welfare of labours employed in the mining industry.

(ii). Provision of welfare facilities to mine labours under the said Act and Rules made there under.
